What the heck is with the snipers nerf this round? 

If you look sharpshooter is basically right between the eyes, sharpshooter and hit the gaps combined, for aimed shots. So 3 perks in one.
Lower your luck by 2 its no big deal.
Not like theres pvp anymore anyway.

Which part of "A decent EW sniper" is hard to understand?

It seams that very old change (2-3 years old I think) to Hit Points/Level for odd values of Endurance is missing from changelog... (sorry)
It was added that if you have odd (1, 3, 5, 7, 9) base Endurance you get +1 HP every 2 levels, that gives +12 HP more on level 24 then before wipe for such characters.

Is the sneak penalty applied for characters holding H&K CAWS? It is, after all, a two handed weapon but on the other hand, it is not a rifle so technically there shouldn't be any penalty here, right?

And in some small African village they call shotguns booboos. It's a 2-handed weapon/rifle/booboo, sneak penalty applies.
Pyromaniac doesn't work with Gecko shotgun shells.
