From my experience, it sure does affect close combat.

Just few melee weapons got crafting bonus like Super Sledge, Cattleprod and such.. non-stackable items.

Lets say I have Chem Reliant and I take jet.

Can I still remove the addiction effect of jet by taking the jet antidote?

If by wagon you mean Brahmin's caravan then no wonder MFC doesn't work. Use water containers (water bag)
