To help new players get basic starting info, we direct them to wiki, to forum, to irc and once in irc we chat and chat and chat, the same stuff over and over. That's not going to end, but...here is one way to alleviate some of the time-consuming "new guys need help" issue:
In towns (maybe Shady Sands, Hub and VCity), find an unused computer (item) and put it to use as an
Information Kiosk where new players can step up, and download info to their
Pip-Boy Archives. So lazy players don't even have to open wiki - they can get some helpful info right in-game like these:

Config options*
The list of In-Game Commands*
A list of starting jobs, and quests*
The other quests* Support Perk Information
* Plus guides and even some PvE build advice
* Hunting Lockers
* All about Companions
Later they can come back to one of these kiosks and upload
more info as they qualify at higher levels, like:
* More advanced build advice with examples
* All about Donations and Re-Rolls
* All about Companions
* A summation of combat drugs
* Lists of bases, Vehicles, Special Encounters, hunting lockers
* All about implants
* PvP Strategies
* Exploring Glow
* Tactics at Ares
Of course, all such
Pip-Boy Archives entries are limited to 2000 (max width 55) characters so they'd have to be somewhat concatenated to fit, but adding more info later might be easy as finding a writer *ahem* and copy/paste, and would give the
Pip-Boy Archives a serious purpose.
