Unable to deal any damage?

I dont know if this is normal or not, but lately I've found myself unable to deal any damage to most targets. Here's an excerpt

16:38:50 • Press Gang was critically hit for no damage.
16:38:51 • Press Gang was critically hit for no damage.
16:38:56 • Log saved.
16:39:01 • You were hit in the groin for 13 hit points.
16:40:17 • Press Gang was hit in the head for no damage.

I was wielding a Desert eagle with 136% small guns skill. I couldn't deal damage to metal armor wearing press gangs or leather armored ones. My damage to other enemies rarely goes above 5. I'm using the finesse perk, but i didn't expect it to neuter my damage so bad. Is this really the way it's supposed to be? Am I the only one with this problem? My brother also has the finesse perk. He has much less small guns skill than me and consistently deals 10+ damage. What's going on?

Finesse and .44 ammo is bad choice.

Yes, Finesse and certain weapon/ammo types work really bad.

I guess I'll do some more research then. Will this be a problem with sniper rifles or assault rifle bursts?

For sniper rifle not much, for AR bursts for sure it will be bad
