Weapon STR req rework.

Most of characters in game have 5 or more St without drugs (especially Pvp characters)

There can't really be nothing do about 1 strength builds, changing them will require to overhaul everything.

Also I quietly played with 10 st builds. A lot of various builds with different value of St
If I play such build, it doesn't mean that it is best of all, it is simple for different situations,
there are different build
Build it only the tool in tactics
The simple example, Uv control all cities, look at their value of St

Weapon ST requirement system is okay for now, no need to change it for something else which would ruin gameplay totally.
