1- Where can I download it?
2- Does it needs Master and Critter files?
3- Can I download those files somewhere?

1. Somewhere on forums or just download 2238 standalone mapper
2. Yes
3. Open cfg configuration file and exchange critter and master for fallout.dat from your game folder.
