So shit luck for sure, but it's quiet strange now...
I found once a Brotherhood Armor, once a Pulse Rifle and once NCR Ranger Helmet...I dunno why you never found anything good...

Try 20 more times, and remember its all luck anyway.
2% chance of nice stuff to spawn means one per 50 boxes. The idea is to attract people for PVP anyway.

Yup, I can confirm tier 4 and implants spawn. I got pa helm from reno and dermal from warehouse today. You and your friends are just unlucky.
