Make it 0 AP instead of 2 to swap items out of your hands.
If you can find an instance where this would unbalance the game compared to other perks such as bonus rate of fire, or life giver

Then please discuss.

Remember all TC is RT, so even with no AP cost it takes time, time for you to get shot

TB trap with solar spam build and a stock of charged solars, for that reason however I support this idea.

Solars do fire damage, and two pyro perks in, Though with a solar in each hand, and the risk of losing lots of solars in their inventory would make it like wearing HPA, and using two Bozars.

Though since Solars are found in caves, they are much more common, yeah I can see that as unbalanced until Solars are rare tier 4 items like implants.

I'd still support that idea though, make the solar something rare.

Swapping out items is an action. Should require action points in combat.

How to buff it?

If the cost is greater than 2 APs, then this perk should allow you to load/unload and attach scopes or mags while swapping weapons. (Not very practical in real time combat).

I would split it in one support perk and one normal perk.

Normal should be available on 3 Lvl and let you reload faster as it is now.

Support one should let you switch weapons without AP cost, but it's only my suggestion.
