Oh I have plenty of experience in Fallout, that isn't the issue.

The issue i'm seeing is that you are posting random perks with descriptions that have nothing to do with Fonline: Reloaded. I'm also seeing perks that are in fact not perks, but traits, as they come with negative effects.

Plenty of plain out silly perks too:
EG:

Perk Name: Cooler
Level Requirement: 1
Requirements: Gambling max 10%.
Description: While in your presence nobody is able to win anything in a Casino, Gambling hall or in Private Clubs.
Ranks: 1

We all enjoy humor and it has it's place in Fallout, but these things are not suitable for Fonline Reloaded.

What I'm really trying to say is that this post belongs in the off-topic(?) section instead of suggestions. Unless you feel like trimming the list down to the perks/traits that could have a place in Fonline:Reloaded.

I'm with Gooseberry here, cut-off all the useless and stupid perks, than we could talk. Now it's just big wall of perks with half of them or even more not suitable for PvP game...

There is a gambling skill in Fonline, yes?

I say make slot machine a valid income source.

I am with Jarok and Gooseberry, but there are definitely some good perk/trait ideas in there if edited down specifically for FO reloaded, some great support perk ideas too. Others I would immediately say no to lol, but there are so many that could make life easier and perk choices more interesting.

This just makes me think of the post 24 perks from AoP, a lot of the "support" perks (non combat perks) could be chosen from a list specifically for level 27 and above (every 3 levels like regular perks), which I thought was a cool concept that could work here.  ;)

Blarney, use this list as see fit. Its my creation and i make it available to everyone. Maybe be inspired by whats in the list to come up with your own Fonline specific perks and traits.

I had this idea reading your post, alot of these perks could be tied to quests. Traits not so much.

I almost forgot....the Mutate! perk should be in the game....yeah i know, you can get more than 10 in an attribute with it.

Example:

Switch the Good Natured trait with the Bruiser trait with max 10 strength, on a human build, to get 14 strength.

Same with Small Frame to get 11 Agility.

(If the Gifted trait was in the game you could theoretically have 3 attributes starting at 10 and end up 11).

Sidenote: If you plan on adding Super Mutants and Ghouls as playable races...you should consider this. If not then those two races share the same attribute setup as smoothskin humans, this is wrong. Canon Fallout setup is that Super Mutants and Ghouls have a different attribute cap that humans. Ghouls have 14 and Super Mutants 12 or 14. (You can have different cap for each attribute if you like. Ghouls with a PE:14 is more likely than St:14. Same with Super Mutants ST:14 is more default than AG:14). (Crossdressing Super Mutant has CHA:14 though).

So with the first example with max strength and swapping Good Natured for Bruiser a Super Mutant and Ghouls would have 16-18 strength instead of 12-14.

Anyway...

...and another thing. If you have the Small Frame trait to boost Agility with 1, you should have traits to boost the other attributes with 1 also.

...what else....

Yeah, the TAG1 perk should be in the game...if people want a 4th tag skill, why not?

Faster Healing builds needs abit of boosting.

Add two more Faster Healing perks, 3 in total, then an Even Faster healing perk, making it 25% total.

With 10 Endurnce and all those perks it would be 37% in total. With the Fast Metabolism trait....were on to something.

Why you might ask.....well....

If you add the Ghoul and Super Mutant races those should be able to regen HPs very rapidly with the right setup.

Then add this perk:

Cancerous Growth
Ghoul only (wouldnt hurt if Super Mutants could use it aswell).
+2 to Healing Rate, broken limbs can regenerate

If you ask me, the total healing regen % should affect the regen rate of broken limbs if you have the perk.

...add the Stat! perk - First Aid 75%, Doctor 50%, AG 6. -2 AP used for First Aid and Doctor

Increase the lvl cap for perks from lvl 24 to lvl 30. 10 perks in total in other words.

Why?

Add some survivability....

Example:

If you add these perks...regardless of race.

These two can only be picked once!

Bend the Rules - LK 6 - Can take any perk available to your race. (You take this and are able to pick any 1 perk).
Break the Rules - LK 6 - Can pick any perk regardless of race.  (You take this and are able to pick any 1 perk).

Additional perks to choose from...

Death Sense (Deathclaw only) - IN 5. +20% Perception in the dark, +25% to detecting sneaking enemies
Die Hard - EN 6. First Aid 40% - +10% DR when HP < 20%
Hide of Scars (Deathclaw only) - EN 6. +15% to all resistances except fire
Hit the Deck - AG 6 - 50% less splash damage taken
Rad Child (Ghoul Only) - EN 6. Healing Rate increased when absorbing radiation
Psychotic (Super mutant only) - EN 5. Double psycho effect, halved withdrawal time
Tough Hide (Super Mutant only) - EN < 8. +15 Armor Class, +10% to all resistances

Erm, but while taking Small Frame you can lower your AG by one and add this to other STAT, so basically you are adding this point where you want. No need to adding more Traits boosting every special stat by one...

Youre forced to use Agilty. This make more sense if you add the Mutate! perk.

I would change the +1 to +2.

For two reasons. Make the trait choices hard choices. When doing the math even numbers are nice.

Its overall +1, you can add it whereever yo u want, I would force devs to work on more important things...

Improving character creation and character tweaking is essential in this game i think.

How many valid builds are there?

What more important things do you have in mind?
