Throwing knives are not good for sneaking. They're too weak.

I suggest going .223 pistol instead.

Also that build is bad. Too low Endurance, you'll die to anything in one hit.

I can't say anything about throwing knife builds as I've never made one but if you are gonna make a 223 sneaker you need to do a lot more levelling. Drop str to 1 and max SG, EN 10, AG 9 LK10.
When you get angry please try to remember it is not really me you are angry with, my words have simply triggered your pre-existing anger and in doing so created a false reality where it’s all my fault.

This, but go with 10ag and 9lk. This allows you to pop buffout + nuka, which helps migate the str loss from having 1str. You could wear +lk armor to deal with the 9lk. (yes you could wear +ag armor and go 9ag, but you would always have to wear +ag, while the +lk armor is optional.)

Plasma is good if you can time the throws around corners, but more like average.
And you need a good ball with distance from you also.

In RT, Plasma and grenades can be very effective. Though the sneak part of it will probably not come into play, you could try to stealth bomb people, perhaps place containers down place bombs in them then detonate or on dead bodies.

Though I believe you'd be mostly restricted to PVE Turn based.
In Maintenance Mode.

ST:8
PE:10
EN:10
CHA:1
INT:1
AG:10
LK:1

Fastshot/Whatever

Silent Running
Bonus rate of fire
Action Boy x2
Ghost

The rest is whatever. Heave Ho! might not be needed.

Throwing 150. More is not needed.
FA 200 if possible. Some cool crit heals mechanic at 200.
Sneak 300. Or whatever max is
With 8 strength id go with 150-185 in Small Guns. If you want energy weapons instead id go with 200-220. Big Guns....185-200.
100 outdoorman wouldnt hurt either.

The idea is to have max view range, decent sequence and good enough sneak for it to matter. The real question is does outdoorsman add synergy to sneak with high PE. Does TB combat break the sneak feature.
