Rework rare CA and Helmet

Rework rare CA two alternative ways

1.Change resistance to crit chance and crit roll to -15, like Desert CA and Desert Helmet.
Rare CA and Helmet:
-Brotherhoods
-Enclaves
-Rangers
-Deserts

2.Remove partial bypass if condition <50% , make this CA more durable and true rare.
