Delivery for gun runners

I took the job from marshal to deliver the package to Jacob. The thing is that when I reach Hub, I cannot give the package to him. What's wrong ?

You dont have dialog option ?

Did you make some quest for Jacob but you didnt finish it ?

No. It was actually the first time I went to him. When I reached him, I only had 2 dialogue options - buy or go away. I have the gun runners package on me though.

You should have option in dialog to ask him about gun runners.
