Maybe not ban but:
1. Shut down the server for few minutes.
2. Restore passwords for those characters which will be known only for GM.
3. Start the server again.
4. Log in to that chars by GM.
5. Spawn 10k caps in inventory.
6. ~deleteself [password].
7. Make (global) notify for those players.
8. Problem solved.

I was always against players which breake the game rules and it doesn't matter with which faction they are playing.

It will not fix economy even in a small percent but I have some ideas how to do that. I wanted to precize my suggestion and show it a week ago but I have to work on it a little bit more. It should fix a lot of problems in this game.

 About that economy fix i just lost word to describe that shitt
(English isnt my motherland language afterall so its bot so good)
And i would gladly check some security stuff for kilgore if he would let me but he dont need another gm i think
I actualy wouldnt use gm tools to abuse game more to check cheaters(coz i hate em)
And mayhap making some fun events!
I have my honour and im not somone who use great power to my own good(except having my very own sun)
