I found the special encounter, searched for about an hour or two, and it's just not here. I can't even lockpick it (skill is 31). Is this bugged or something? I even have proof.

in the sewer u can find a sicret entrence near the toxic barel. inside u can find a key.

yup, you can lockpick it or if you dont have lockpick then you can find key in sewers, there is "hidden" room, dont want to spoiler much, just watch your FoV of "Q" hotkey when going through sewers and you will find it for sure
