Suicide squad bombing attacks

Hello Wastelanders,
I wanted to ask if something was changed or I was just avoiding too much Hub last session to see that shit-bombing. To be honest, bombing in Hub and killing people in this way is allowed ?
I saw few guys putting explosives on slaves, walking with them near players and detonating. I tought Hub is fully PVP free. Wtf :o

And to all cry-babies. It's not whine post, I would like to just know what playerbase think about it and gather some feedback...let's say...for science purposes...

I was under the impression it was still allowed, just... nobody did it anymore. Not cost effective anymore maybe?
