Abandoned Bunker Quest (Need help! Maybe bugged?)

1. I went to the trapper in Junktown and spoke about the bunker.

2. I went Boneyards and talked to the scavengers who sent me on my way to Necropolis.

3. I talked to about 15 ghouls until one told me I needed to speak with Wally.

Then I found wally and went to speak with him, except there are no dialog options? ?

Please help! I have the caps and need the base!  Did I miss a step?

-I am the leader of a faction - do I need to quit?
-Do I need specific stats or followers to talk to Wally?

I have spoken with all the ghouls in the location near Wally... I have no dialogue other than Elmer, which is related to a different quest...

Maybe because I talked to Wally, before I talked to even more ghouls in Wally's location, the quest glitched? :S

At first you need speak with ghouls in main location, then in location with Wally

Ok, since this is another topic about this quest I made a quick video showing how to do this.
(video was made on local server by using gm powers to teleport, otherwise it would took too long and I would probably not do this ;p)

My bet is that in this and all previous cases player didn't talk with enough number of ghouls and went to talk with Wally after first time he saw his name in dialog. It doesn't matter in which location in Necropolis you talk with them.
Note: not all ghouls got quest dialog, sometimes they will just "argh!" on you but it does not chance quest status (talk counter).

You can buy this base alone, without gang (you will have to create one like I did in video) or as gang leader buy it as next base. All you have to do is to have 350k in inventory to be able to buy it.
