So what is the problem with making those TC windows at different time? So many posts and not a single solid suggestion...
How about something like this:

There are 2 towns you can capture for 23h with windows but you lose control after that time.
Other towns got 11h capture time but if nobody take your town you remain as controller.
Those 2 towns with 1 window where set in time when the most people are online:
you can check online stats/history here.Of course after some time city rotation can be made.
In gaps between windows you can look for pvp in places like Ares, Glow, Reno, Warehouse, Hinkley, whatever.
If somebody thinks that putting TC windows on all towns is a bad idea than you can easily change this to 2-2-2 model (2 without, 2 with multiple, 2 with one).

2 without, 2 with 2 (11h between), 2 with 1 (23h between)
