EDIT: Is it possible that my onboard Intel graphic adapter on a work computer is too weak for a 1996 game? The previous version of Fonline (the one that used 1_ pixel shader) can still be launched with no problems whatsoever.

1. FOnline isn't 1996 game, server/client isn't so old and using different engine than old fallout games.

2. Looks like your game is on D-driver, maybe you should use C-driver or something else.

3. Use google for some errors like "ps_1_x is no longer supported; use /Gec in fxc to automatically upgrade to ps_2_0"

4. Factions.zip should stay zipped, don't unzip it.

5. Many of users had problem with DirectX, maybe problem with this too.

6. Or you graphics drivers are outdated.

Edit: http://www.fonline-reloaded.net/files/Updater.exe download, put file to Reloaded folder and run exe.

I hope you will get your answer :)

Here is how I solved my issue:
1. transferred my working settings from my home computer to my work computer by copying the entire Fonline directory from oen place to another
2. switched my tunneling software to a better solution, improving my connectivity.

I still don't know what exactly has solved the problem but I suspect it was about connection speed, despite error messages claiming otherwise.

It seams to me like you didn't create character in client and try to log in using forum account (this happened many times before).
If yes than create new character using "registration" button in client and use login/password you typed there.
