Dog vendor issues in Junktown

I use dog for mule with mining and I adviced a guy to buy dogs.

He tried to buy but the NPC says this over and over again when he tried to buy:
"Oh please leave me alone douche!"


I tried to buy one too, with my max charisma char, but he says the same thing to me too sadly.

What is the problem with it?

Dog need 40 or 50 free pp
