A question.

Alright, so I've acquired Laser Rifle blueprints from a random-encounter footlocker. I have Energy Expert 2 but when I use the blueprint it says "That does nothing" and uses 3 AP. Experience tells me that this means I don't meet the requirements for crafting the item. I used Mentats and tried again, same happened.

Can anyone explain why this is so?
