Unable to take Light Step support perk

I am unable to take Light Step suppert perk, lvl 32, ch 1 + mentats.

I was able to take Light Step support perk with 1 charisma.
Had 50% traps like it needed.

What is yours IN?
And are you slaver?

I am not slaver, I have 4 int. I tried mentats so it is not int/ch issue.

So, NPC is busy. You need wait and try again

No, he was not busy, it is not busy issue. He said he is scared, he said he is crying (or something),  but dialog window didn't open.

There was an issue with slavers and taking this perk because he is child.

Wait..., if I burst a child by accident I cannot take this perk? I think it is very bad idea...

After some tests - positive reputation to slavers prevents you from taking Light step perk (Mezger briefcase quest). So I went to Den, shot Mezger guards. My reputation to slavers guild went down, then I was able to take light step perk.

im not a childkiller, nor slaver. i visit klamath every day and its always the same: "They seem to be busy. Speek to them later"
can someone fix this or post real requirment for this perk?  50% traps is not enough?
