Not 100% about this but I don't think I can on account of my low CH and IN I only have 1 in both so I cant even be a slaver but I can have 2 slaves correct me if I'm wrong.

whatever I just put on 1 in armor and mentats and became slaver, didnt want to do that.

I don't think other players can give you slaves without you being a slaver. Everyone needs at least one slaver character.

yes they can - I have only one slaver character and I'm catching and giving slaves to all my alts who are not slavers
