Cigarettes Crafting Machine doesn't works

Hi!
When I try put some tobbaco to machine I receive a message "The machine is still working."

For me it just gave out a random number of cigarettes.
The wiki states that " X amount of tobacco with give you Y amount of cigarettes" but if I put in, say, 30 tobacco leaves, it'd give me 7 or 19 or something.

Well, that's because your character sometimes makes "slim" ciggaretes, so he uses less resources for them, thus producing more packages.
