Perfect Sniper PvP build [question]

Lets assume you have unlimited resources,
what would be the best build for sniper?
(you can count as you have all implants)

1. First of all basic perks: finesse + ?
2. I bet finesse is the best - cause it makes much easier to cripple enemies.
(BTW: if the armor is bypassed: does it also bypass bonus DR from finesse?)
3. Should sniper invest a lot in action points? Or just stick to 8 and chose something else?

Especially now with the -1 ap mod guns can have, double eyeshot builds with no jet. Hmmm, or no action boys :O

You have to define the mission of your character in more narrow terms than just "sniper." Otherwise it's going to be mediocre at best. Line snipers are going to be different from cripplers, for example. Going for two kinds of weapons like SG and EW makes your build sub-optimal, as they both work on different distances and benefit the most from different sets of SPECIAL stats. Specialize and use the character planner, don't ask other people for builds because they might feed you crap or, even worse, outdated crap.
