How do mobs choose target?

Hi everyone. Is there any answer?

Encounter starts and mobs seems to choose targets randomly. Even if their target is far away and there is a closer one, they seem to chase the choosen target at any cost.

I wonder, Is there any possibility to change their focus to me (to play agro tank style)?

More questions arised:
Do meat jerky still attract critters?
Do apple attract deathclaws the same way?
