Abandoned Bunker Quest

So me and some friends wanted to get this faction bunker and looked at the wiki which said we need to talk to a guy in junktown. first of all this guy didn't even bother telling us anything so we decided to check for the other part listen in the wiki where you are sent to necropolis to find a ghoul named wally at watershed who also is nowhere to be found.
My question is: how does this quest work now?
