question regarding companions

i have seen a few companions in bars, but am always unable to hire them through the dialogue options. are there any requirements for hiring companions, aside from 100+ pp?

Yes. There is now a requirement of level 12+.

how recently was that changed? the friend i'm playing with got one yesterday and is currently only level 9
