yes, if it also has carry weight bonus higher than +20.

It depends on other stats. show me the jacket and I'll make you an offer. or you can tell me how much you want for it.

also, +21 carry weight is the minimum now.

just got one with +20 carry weight. don't know if a bigger bonus is possible, if it is, and you have have a jacket that proves it, I'll buy it.
