I think most of Caravans are bugged now as they are not appearing. I've waited VERY long for Gunrunners Caravan and it didn't appear.
Probably other caravans are bugged too, cause it's hard to spot any caravan master...

They're falling into encounters and the leader dies so that means they won't show up :P
