Actually, leave flares as they are. It will raise their price and make them a good trading commodity. Those who will want to use them at their own bases will have to pay a bit more, and those who will want to lurk people (mostly newbies) into encounters, will actually have to dish out some caps to supply themselves with them. This will also limit the amount of red bait encounters, and will provide more focus PvP if some organized group enters it.

I've found over a dozen various detenator parts in a single day (didnt manage to KEEP any of them though).
Only found three green flare and no others at all (in the subway quest).

Because they're not that special (you can make them in your garage, but it's illegal most places) and you have to "grind" a different way in the current system (though caves can be fun, if you're prepared).

I dont want to spend my Time in fucking caves. I want to put some shit in workbench and craft 400of it. I Have pve and i hate when o Have to farm enclave for my gatlings. Flares are crap and they should be avalible by fix boy
