Does a character stop getting perks after level 24?

Good evening, I reached level 27 and when i went to level up, I wasn't given the option to select a perk. Is this how its suppose to be or is it a bug? I havent been able to find anything saying that the perks stop coming at any level. Does anyone know what the deal is?

You stop receiving perks and HP at level 24, but you do continue to receive skill points.

Your last perk will be available on lvl 24, but you can choose it later if you need gather some more skill points. At lvl 29 you need to choose it, because it is not possible to choose that anymore.
