Footlockers spawn

Hi there.

Since electronic parts seems to be hard to find (looks like PCs that used to be source of them are bugged) I started looking for footlockers. I've got one question - do they spawn only during encounters (f. ex. when u come across dogs or raiders in city ruin maps)? Becouse in every out of 2 cases when footlocker spawned on the map it was when there were enemy NPCs/critters as well.

Yes, they only spawn in encounters with any NPCs, such as rats or salvagers.
