Cali whats your reputation with Gun Runners? It must be at least +1, so that they give u the quest.
I had the same problem. I joined BoS by mistake and had -50 with Gun Runners.

Anyway. DocAN said that Gunrunners have deal with BoS, so how come that my rep at GR drops after joining BoS??

You have betray the Gun Runners and they dont like it...

Try to give something for free to Ralph, like 1 ammo. But it has to be an ammo that he needs, that he would normally pay for. Give it 1 by 1. This should build up your reputation with GR.
