Removing the realtime removes this problem. Streamline the turnbased combat to take less time, add special management for large groups and your fast shot, many agility points and AP actually make sense. I want to play this game constantly until I'm old, fat and covered in bedsores, but the realtime combat is as bad as arcanum's. Realtime fighting and fallout were never meant to mingle.

Removing the RT is obviously out of the picture for everyone having any experience with the game, but I do think the animation for fast shot characters should be faster, because as it is now fastshoters are useless in RT (apart from bursting).

You can't make animations of single fire faster cause it is based on frames...
The only way that it could be possible is burst option...
