rare items from BOS/Enclave/Gun Runners/NCR rangers

My idea is to get chance to get rare items from npcs:

pulse rifle:
5 pulse pistols to bos = 1 pulse rifle

BA and EA:
10-20 dog tags to bos/enclave to get 1 bos/ea helmet
20-40 dog tags to bos/enclave to get 1 bos/ea armor

turbo plasma rifle and bozar:
5-10 superiour plasma rifle = 1 turbo plasma rifle from gun runners
5-10 superiour lsw = 1 bozar from gun runners

Vindicator:
5xG11 or 3xG11E to Enclave = 1 vindicator from Enclave

Gauss rifle:
10-15 superiour sniper rifles = 1 gauss rifle from BOS/Enclave

PA:
20 superiour CA helmets = 1 pa helmet from BOS
30 superiour CA = 1 pa armor from BOS

NCR CA:

10 inproved ca helmets = 1 ncr helmet from ncr rangers
15 improved ca = 1 ncr armor from ncr rangers

Please, why not left rare items as rare items?

I've had some other idea in mind: an NPC who could attempt to upgrade your crafted items so they could get better stats. He would require a crafted item (with buffs) and some cash. There would be a chance to have stats increased or item upgraded, but there would be also a chance that the item gets destroyed and no refund.

How about it?

Btw I don't like the idea of getting unique items (like Pulse Rifle, Gauss Rifle, Power Armor or Vindicator) via exchange of items that can be farmed/mass crafted.
Exchanging dog tags for EA/BoS helmets/armors doesn't seem bad though.

nice ideas killgore , what about getting caps for dog tags , depend on which rank the soldier had u should get more or less caps in return ...

Heh ease thing to do is make merchant what have BA /EA( maybe caps too) respawn but only accept dog tags (+ making price for them). Or just via dialogue only question is how many dogtags is worth one combat armor set.

Id like to see a NCP with a dialoge option to choose the bonus you want to add your item. Price would vary according to the tier and the bonuses it already has.

Kilgore but what about exchanging rare items for other rare items? Even pulse pistols for pulse rifle? Or g11 for bozar/vindicator?

Pulse Pistols and G11E can be farmed from encounters (caves/lockers), Pulse Rifles, Bozars and Vindicators cannot be obtained this way.

Yes but this is also time consuming, and if we set proper price let say 1pulse rifle for 10-15 pulse pistols and 100k it could be ok
