Buying vehicles at junkyard

I wanted to buy a motorcycle at the junkyard,
but when I told Todd that I had a fuel cell controller and money he immediatly gave me a cockroach car.
There were no options to choose different vehicles. Is this a bug? I had a little more than 30k with me.
