endurance perk vs. initial endurance??

if EN gives u more HP/level..is it better to have a character with 8EN from the beginning,
rather than a character who gets EN+1 perk at later LV?

for example if my initial EN is 5..
and my EN is now 7 because of EN+1 perks.. I'd have a lower HP than someone at same level, but had EN7 from beginning right??? or does getting EN+1 perk grants you all the bonus "I would of gotten if I had that EN from LV1?"

+1 EN Perk will work only from this lvl at which You have take it.

So its better to take Lifegiver perks or start with higher EN.
