Got lucky and found same encounter:

NCR Armor + Mirrored Shades and some adv. gund powders from shells.

So are special encounters a one time thing. For example. I entered a special encounter and didnt realize it because I had just been threatened by an NPC, So my first reaction was to run. But looking the pipboy screen i noticed it said "You encounter..... " which seems to be the dialogue when special places are found. So again, Are they one and done or can they be found randomly several times?

I think you can find same encounter multiple time. Those are just quite rare and you might need wait quite a wile for next one. I got one (howitzer truck) and my friend, which is traveling far more than me, found none yet.

I didn't take screenshot then (if you are referring to my post). It was quite obvious thing to do, yet I didn't think of it. I can only show you not yet disassembled 10 howitzer shells, as I keep those in my tent.
