Why cant I buy cars from Todd

Whenever I go to todd with money and FCC I Cant buy anything from him. Does anyone know why this is happening? The only options I get are I need some more caps when i don't. I brought enough caps to buy anything in there that I wanted. http://imageshack.us/photo/my-images/843/s9f0.jpg/
As you can see i have all the money and FCC.

When I click on him it says i need more caps and clearly I have them all.

You can buy only special Cars there and it looks like you dont have enough money

For normal cars you have to visit T-Ray in New Reno - make sure to check this place with preview, You can be shot there by PKers.
