[AI] Various NPCs throw spears, then attack unarmed (low)

In Junktown Scout encounters, the women (in metal armor) that wield Spears will throw the spears at the enemy (in this case, it was pigrats & rats), and then proceed to attack the enemy unarmed, which seems very inefficient, so I presume this is not intended.

I think there was a similar/the same bug on 2238, and it started occurring after one of the changelogs, where they tried to stop NPCs like War Party tribals from freezing.

Tribals in caves also throw their spears and then attacked unarmed.

80s encounter women/men also throw spears and then attack unarmed.

FOnline 2238 had this problem but it got fixed, the solution is to make the a.i chase after the spear they just threw or remove their ability to throw.

Most of tribals throw their spear, because their main skill is throwing

Maybe same problem with these other NPCs too?

Edit: Could be fixed with giving them more spears to their inventory, so they don't start to fight with fists after 1st throw.
