Does weapon handling work for EW?

On wiki it only mention SG and BG as requirement, is it an error or is it actually a thing?

so for ALL EW you get +2 ST, rifles and pistols???

Is there some ST MAX limit and AG limit? (Fallout 2 have MAX limit ST7, if ST>= 7 perk is unavailable, and min: AG5)
