Im not sure and i wont test it, but I think he was wearing Elegant Suit. There are 2 grid in residential, the ncp was located closed to the green grid (Right side).
You have to be careful, unless it has be changed, you have to leave the house and move ur items  before the rent of the house ends or you will lose your items and your character will be trapped until some GM helps you.

How much is a house and are they even a safe place to store items? (other than the rent issue)

Houses are very insecure, you can place containers in them, somebody can enter if left door opened etc

They are looking cool but they are very inpractical. Cost is smallish like 200 caps for 3 days.
