skills points books from library lady in hub not work?

hey as title says ... first what i bought fa book from her but couldnt use ... at first fought i got skill too high since had it at 102 and taged but after i bought small guns one and same thing skill not taged and only 52% - so here is my question what is wrong? are those books only to look at not able to use - if wheere to get usable ones?

also vendor price no matter who iam trading with - fe barman who usually pays for everything no matter what barter skill - gives 0 caps for it

also i found one book in gecko from sb killed probably for quest in vc and this one worked - so how is it - idk maybe some cd on reading book?

heh i now tried to relogg - didnt help, imo only resonable answer that sp books got cd to be able to use em again - yes? and if not thats bugged - i spend already couple k caps for those books - wierd ...

atm only 1 deans electronics - the one i got in gecko - its wierd i cant use anymore - after i used it i had fight since gecko is not safe town, i cut they guy to death but another one jumped with some burst sg and i died maybe some wierd bug idk after i died - but no matter what i still cant use any other ones

Yeah, I wasn't complaining or trying to tell a Dev something they already know, just trying to give people who don't read changelogs a heads up.

I bought 10 books "Bullets" (increase small guns) in one of the stores in the HUB. I spent on them about 5000 caps. They don't work for me. The problem is that when I use them I see notification "that does nothing"

What should I do with this?
