I'm trying to get the Ranger perk and she's never outside the gas station.  I've gone on multiple occasions and she's just never there.  Is there something preventing her from spawning or is she just ritually killed on schedule per respawn daily?

she is in the corner of the station, outside upper side. She spawns each few minutes, just wait there

Sometimes she is in the building next to the wallso you cant see her. Press a and you will see all the characters but don't attack her.
