You’re gonna need a lot more details; first what kind of mobs, second what kind of weapons, third…
Are you irradiated? High irradiation can often cause no damage to occur.

Some critters get better stats than others, and often give statted shits, when it applies to floaters and shits similar i think they also get a similar perk to Adrenalin rush, just use AP rounds. It's not a bug

It's even more complicated if you have a weak build or finess without the core perks ( + proper weapons...).

Finesse, JHP ammunition, low tier weapon, bad build, enemies. Many variables and without details we can't say what is your problem.
