Sea side city maps don't spawn footlockers

either I'm very unlucky with the time spent footlocker hunting and not seeing any spawn. or the 2 maps don't spawn footlockers.

also metal parts don't spawn in footlockers. every other resource spawns except those, might be a feature not a bug but thought i'd bring it up ;)

Those aren't bugs. It's been suggested before.
