Telltales.

[Chosen One]

Ok, so I went to the Telltale who gives the Crazed Vault Dweller Quest. (I double checked to make sure I had the right guy; Hub Oldtown, workbench building.) My character is level 14, she has metal armor and combat helmet ON and is carrying an assault rifle. I talk to the Telltale and… He won’t tell me anything.

All I want to do is try this quest out (I’m nosy/curious), and I’m being stumped at every turn. :/
Oh, and I can’t find the Damn Vault Dweller, either. (I want to kill him because I’m nosy/curious and because it should improve my karma for Junktown.)

If tellates doesn't want talk with you and give you job, there can be two causes. Each telltales require some lvl and has cooldown, however i have no idea how it works. If hes busy, you need wait and talk with him later again. Probably there is random time. I usually waited about 20-30 minutes for repeat his job. You can check all telltales on wiki now, its updated.
For beginners are two, one in Hub and second in JT. Have a fun.

It was the Hub Oldtown telltale, my lvl is 21.

Are you sure about global cooldown ?
We were four players and everybody can get job from one telltale npc in same time.
We tried it again and only two can get it, two must wait.
So its strange, but if tellate is busy you can try another one.

Telltales have global cooldown that means when someone completes quest another person must wait some time.

While I’m at it, could you PLEASE define “easy”? Blood Viper Leader knocks me down EACH AND EVERY TURN, so I never get a chance to shoot back…
