An alt's shown location on map is not absolute, and always partially "blends" with neighboring zones. If the lines were clear-cut, it would mean there are walls between the zones. Think of it as lack of perfection with Pip-Boy navigation tech. So yeah, it's a feature (that adds realism). Kinda irritating huh? Just like reality sometimes.
