It happened to me once a few years ago, because i was there just barely too long. When they say get out before the time deadline, they mean it. I was there 1 minute too long so got shot by guards.
I can confirm this. Day pass means you can be inside Vault City only during the day so if you are not citizen then you have a problem. It is not a bug of course.
