No perks and HP

Hi guys,

My char stopped getting new perks on lvl27 and its HP does not increase since then. Is this some kind of a bug or a game feature?

Of course it's intended, otherwise you would meet players with 10.000 HP and 500 perks..

This is soft level cap. You won' t get any HP or perks after 24 lvl. But skill points, will be stack normally.
